Allows electric and telephone cooperatives to organize for the purpose of furnishing related telecommunications services, which is newly defined to include broadband Internet access, data center services, and information technology services.

Permits telephone cooperatives to use "telecommunications" or "telecom" in their corporate name alongside the existing options of "electric," "telephone," and "cooperative" or "association."

Expands cooperative powers to construct, maintain, and operate telephone or related telecommunications service lines along public lands and thoroughfares.

Allows annual meetings and board meetings to be conducted by teleconference or other electronic communication methods that enable all participants to hear each other, and permits notice to be given by electronic mail or text message.

Defines "related telecommunications service" as transmission of messages and signals by various means, and services using broadband Internet access, data center services, information technology, or other technology services to generate, store, process, or retrieve information.
