Adds "sexual orientation" and "gender identity or expression" as protected classes under Alaska's civil rights laws prohibiting discrimination in employment, public accommodations, housing, and credit practices.

Defines "sexual orientation" as heterosexuality, homosexuality, and bisexuality, and "gender identity or expression" as having or expressing a gender regardless of whether it differs from sex assigned at birth.

Requires the State Commission for Human Rights to study discrimination problems and eliminate discrimination based on these new protected classes, with results included in annual reports.

Includes religious organization exemption allowing religious organizations to discriminate in employment relationships with ministers based on sexual orientation or gender identity.

Extends protections to prevent discrimination by state agencies, financial institutions, real estate brokers, and private employers based on sexual orientation or gender identity or expression.
