Increases the minimum bar admission requirement for administrative law judges from 2 years to 4 years, with an exception allowing 4 years of admission in any state for judges handling tax proceedings under AS 43.05.405 - 43.05.499.

Expands the Office of Administrative Hearings' authority to conduct arbitrations and alternative dispute resolutions for any municipality, school district, or other governmental entity through written service agreements with cost reimbursement.

Grants administrative law judges subpoena power to compel witness attendance, testimony, and document production in administrative hearings, subject to statute, regulation, or ordinance limitations.

Changes the chief administrative law judge's compensation from a range (Steps A-F) to "equal to a step in Range 27" of the state salary schedule and authorizes hiring of professional staff in the partially exempt service.

Modifies hearing timeline requirements by allowing administrative law judges to stay proceedings for related criminal or civil litigation with chief judge approval, during which the 120-day decision deadline is suspended.
