SB 89 Summary

• Adds provision to Legislative Ethics Act affirming constituents' unencumbered right to access legislators and petition government under Alaska Constitution.

• Prohibits legislators from agreeing, threatening, or implying they will take or withhold legislative, administrative, or political action based on a person's political contribution or donation decision.

• Clarifies conflict of interest rules to apply when legislative action is likely to substantially benefit or harm a legislator's financial interest, their spouse's interest, or interests of persons with whom they are employed or negotiating employment.

• Redefines "substantially benefit or harm" to mean the effect on a person's financial interest is greater than the effect on a substantial class of persons in the same profession, occupation, industry, or region.

• Takes effect immediately upon enactment.
