Individuals whose criminal conviction is vacated or reversed become eligible to receive permanent fund dividends for all years they were ineligible due to that conviction, if all charges are dismissed (not as part of a plea deal) or they are retried and found not guilty.

Individuals must apply for back dividends within one year after their dismissal or not guilty finding.

For those whose conviction was overturned before this bill takes effect, the one-year application deadline runs from the bill's effective date rather than from their dismissal/acquittal date.

The dividend calculation formula is amended to include prior year dividends owed to individuals eligible under the new conviction reversal provision when determining annual dividend amounts.
