Directs the Department of Natural Resources to convey the surface estate of a shooting range property in Tok, Alaska (located at Mile 1323.2 of the Alaska Highway, Copper River Meridian, Township 18 North, Range 11 East, Section 10) to the Tok Shooters Association, Inc.

Authorizes the Department of Natural Resources to accept cash payment equal to the fair market value of the Tok property and to perform necessary actions including platting, surveying, and subdividing to complete the conveyance.

Authorizes the Alaska Railroad Corporation to convey approximately 58,730.5 square feet of rail land in Whittier to the Whittier Manor Condominium Association, Inc., with compensation at fair market value.

Permits modifications to the legal description of the Whittier property through surveying and platting actions, with the legislature's intent that any such modified land description be included in the transfer.

Constitutes legislative approval under Alaska Statute 42.40.285(1) for the Alaska Railroad Corporation to convey its entire interest in the Whittier land and takes effect immediately.
