Authorizes first class and home rule cities that meet specified criteria to petition the Alcoholic Beverage Control Board for authority to issue, renew, deny, suspend, and revoke municipal restaurant or eating place licenses and municipal package store licenses within city boundaries.

Establishes eligibility requirements for cities including adoption of a resolution, operation as a commercial center, comprehensive planning and zoning, local law enforcement with a chief of police and at least one officer, and written licensing procedures.

Creates municipal restaurant or eating place licenses allowing beer and wine sales for on-premises consumption only, with beer and wine sales limited to not more than 35 percent of gross receipts.

Creates municipal package store licenses for retail businesses primarily selling household products or pharmaceuticals, with alcohol sales limited to not more than 15 percent of gross receipts and licensed space less than 15 percent of total retail space.

Allows the board to approve additional brewery, brewpub, winery, and distillery licenses for qualifying first class and home rule cities beyond standard population limits if the city petitions and the board finds issuance is in the best interest of the city and surrounding area.
