• Establishes a maximum annual salary of $300,000 for most exempt state positions, with exceptions for certain constitutional offices and the legislature.

• Authorizes the director of personnel to implement a two-week pay period for biweekly payment of monthly salaries to non-bargaining unit state employees, with specified hourly rate calculations based on 37.5 or 40-hour work weeks.

• Changes pay increment eligibility from two years to three years in the final step of a salary range, maintaining the 3.25 percent increment rate for employees with "good" or higher performance ratings.

• Requires agencies and departments to submit lists of all exempt positions and salaries to the director of management and budget for review and approval, and allows submission of proposed salary schedules.

• Applies effective July 1, 2019, and does not apply to individual employment contracts entered into before that date or to employees represented by bargaining units under the Public Employment Relations Act.
