SCR 16 Summary

• Suspends four Uniform Rules of the Alaska State Legislature to allow remote participation during the COVID-19 public health emergency declared March 11, 2020 and extended to November 15, 2020.

• Allows members to attend sessions by videoconference or teleconference when authorized by presiding officers by agreement, with presiding officers remaining physically present in the capitol.

• Members participating remotely count toward quorum, must be physically present at a Legislative Information Office unless approved otherwise, and must have their identity verified and actions authenticated by the presiding officer.

• Requires 48 hours' notice before floor sessions, amendments submitted before sessions, and concise debate; suspends house call motions and modifies committee reporting and voting procedures for remote participation.

• Resolution remains in effect for the duration of the public health disaster emergency declaration as extended by the legislature.
