Suspends Rules 24(c), 35, 41(b), and 42(e) of the Uniform Rules of the Alaska State Legislature regarding changes to bill titles.

Applies the suspension to House Bill No. 39, which makes appropriations for state government operating and loan program expenses.

Allows House Bill No. 39 to proceed with capitalizing funds, amending appropriations, and making supplemental appropriations despite normal procedural rules.

Invokes Rule 54 of the Uniform Rules of the Alaska State Legislature to authorize the rule suspension.
