Establishes a bicameral legislative working group consisting of four House members and four Senate members, appointed by each chamber's presiding officer and including minority caucus representation, to review the use of Alaska Permanent Fund earnings.

Requires the working group to meet and provide policy recommendations on the future use of Alaska Permanent Fund earnings to the legislature during a 2019 special session.

Directs the Alaska State Legislature to call itself into a special session at a time and date to be determined for the sole purpose of deliberating issues surrounding Alaska Permanent Fund earnings.

Identifies unresolved issues for deliberation including the division of annual draws on fund earnings, transfers from the earnings reserve account to the principal, and whether earnings should be contained in a separate fund.

Recognizes that resolving Alaska Permanent Fund earnings issues is paramount to finding a long-term fiscal solution for the state.
