Seeks a Presidential permit for a railroad connecting Alberta, Canada to Alaska to link the Alaska Railroad to the North American railroad system, with an estimated distance of approximately 1,200 additional miles from the Alaska-Canada border

Proposes a public-private partnership with the Alaska Railroad Corporation to support financing, construction, and operation of the railroad, with the state not required to provide funding

Supports highest safety and environmental standards for railroad construction and operation, and participation by Indigenous peoples in Canada, Alaska Natives, and affected communities in project development

Encourages U.S.-Canada cooperation and welcomes global investors, state residents, Alaska Native corporations, and tribal entities to help develop the railroad project
