SJR 12 Summary

• Proposes amendment to Article II, Section 16 of Alaska Constitution regarding legislative override of gubernatorial vetoes.

• Changes veto override threshold for all bills from a two-tier system (three-fourths for revenue/appropriation bills, two-thirds for others) to a uniform two-thirds majority requirement for all vetoed bills.

• Maintains existing procedures for veto reconsideration during regular sessions (immediate joint session) and bills vetoed after adjournment (reconsidered by fifth day of next session).

• Requires vote on veto reconsideration to be entered in the journals of both houses.

• Amendment must be placed before Alaska voters at the next general election in accordance with state constitutional procedures.
