Urges United States Congress to repeal section 20001(b)(5) of the Tax Cuts and Jobs Act of 2017, which limits Alaska's share of Arctic National Wildlife Refuge revenues to 50 percent of adjusted bonuses, royalties, and rentals.

Asserts that the Alaska Statehood Act of 1958 and the amended Mineral Leasing Act of 1920 entitle Alaska to 90 percent of all income from federal mineral leasing within the state's borders.

Notes that the Congressional Budget Office estimated lease bonus bids alone could generate up to $2.2 billion in gross receipts over a decade from Arctic National Wildlife Refuge development.

Requests that if federal income from Arctic National Wildlife Refuge exploration and development is received before section 20001(b)(5) is repealed, Congress ensure Alaska retroactively receives 90 percent of bonuses, royalties, and rentals.

Directs copies of the resolution to be sent to federal legislative leaders and Alaska's congressional delegation, including Senators Murkowski and Sullivan and Representative Young.
