Proposes adding Section 22 to Article II of the Alaska Constitution to restrict legislative caucus voting practices

Prohibits legislature members from committing through caucus votes to support or oppose pending or proposed bills, appointments, vetoes, or other measures

Permits caucus voting only on matters directly relating to selection of political caucus officers or house leadership positions

Requires the proposed amendment to be placed before voters at the next general election in accordance with Alaska constitutional procedures
