Legislature shall convene in regular and budget sessions on the fourth Monday in January in odd-numbered years, with optional budget sessions in even-numbered years instead of annual sessions.

Regular sessions limited to 60 legislative working days per two-year term, with annual sessions limited to 40 legislative working days, both excluding Sundays.

Budget sessions restricted to consideration of biennial appropriation bills unless non-appropriation bills are approved by two-thirds vote of the house of introduction.

Governor must submit a biennial budget covering the next two fiscal years during each odd-numbered fiscal year and submit revenue bills during even-numbered fiscal years.

Constitutional amendment must be approved by voters at the next general election.
