Proposes a constitutional amendment requiring the governor's budget to include proposed expenditures for public education grades kindergarten through 12 for the fiscal year following the budget year.

Requires the general appropriation bill passed by the legislature to include an appropriation for public education grades kindergarten through 12 for distribution in the fiscal year following the budget year, implementing "forward funding."

Amendment takes effect 30 days after the lieutenant governor certifies voter approval in the general election, unless the legislature fails to enact an appropriation bill funding public education for fiscal year 2022.

If the amendment does not take effect initially, it becomes effective on the earlier of: the date the legislature enacts a forward-funding appropriation bill, or January 1, 2026.

Amendments will be placed before Alaska voters at the next general election in accordance with state constitutional and election law requirements.
