Amends AS 47.33.060(a) to require that house rules established by assisted living homes be consistent with 42 C.F.R. 441.301(c)(4) and subject to limitations provided under Alaska law.

Adds requirement in AS 47.33.060(d) that providers of residential supported-living and habilitation services must allow visitation consistent with federal regulations 42 C.F.R. 441.301(c)(4)(vi)(D).

Prohibits assisted living homes from adopting house rules that unreasonably restrict resident rights provided under state law or other provisions of law.

Establishes comprehensive resident rights in AS 47.33.300(a) including safe environment, privacy, personal communications, freedom to close room doors, self-administration of medications, and access to grievance procedures.

Includes revisor's instruction to reconcile this Act with any concurrent executive order reorganizing the Department of Health and Social Services.
