Provides free hunting and sport fishing licenses to Alaska residents who are active duty members of the military service or United States Coast Guard.

Expands free license eligibility to include active members of the Alaska National Guard and all U.S. military reserves (Army, Air Force, Navy, Marine Corps, and Coast Guard reserves).

Extends free license eligibility to veterans discharged under honorable conditions, regardless of disability status (previously limited to disabled veterans with 50 percent or greater disability).

Exempts qualified military members and veterans from requiring waterfowl conservation tags and anadromous king salmon tags for hunting and sport fishing activities.

Becomes effective January 1, 2022.
