Establishes state policy to provide students over 14 years of age in public secondary schools opportunities to participate in concurrent vocational education, training, and on-the-job trade experience programs offered by nonsectarian agencies.

Requires school districts to negotiate contracts with agencies providing industry-standard instruction and certifications, with contracts specifying program curricula, tuition, instructor certifications, and termination provisions.

Mandates school districts annually compile and publish lists of available concurrent vocational programs with geographic restrictions and availability, and enroll eligible students by random drawing if applications exceed program capacity.

Requires concurrent vocational instructors to possess valid instructor certificates and industry-standard master skill certification, and to submit fingerprints and fees for criminal history background checks through the Department of Public Safety.

Modifies child labor laws to extend work hours from 9 p.m. to 10 p.m. for minors under 16 years of age and expands family business exemptions to include siblings, grandparents, aunts, and uncles in addition to parents.
