Establishes a statewide all-payer health claims database to collect, analyze, and provide access to health care cost and quality data while protecting patient privacy and proprietary information.

Requires the database to systematically collect payment data for all medical and pharmacy claims (billed, rejected, and paid) and de-identified enrollment and provider files from private and public payers across all care settings.

Authorizes the director to require health care insurers to submit data to the database by regulation and establish penalties for non-compliance, while also allowing voluntary reporting from other payers.

Makes database information confidential and not subject to public records disclosure or subpoena, except that aggregated health care information may be shared per regulations and individually identifiable information may be accessed only by the selected managing organization.

Requires the director to select an organization through competitive bidding to coordinate and manage the database; the organization must be certified as a qualified entity under federal regulations and provide annual reports.
