Requires the director of the division of lands to submit an annual report to the legislature on or before the first day of each regular session listing all pending aquatic farming and hatchery site lease applications, reasons for any denials, and the number of leases not renewed.

Allows lease renewals for aquatic farming and hatchery sites under AS 38.05.083 to be considered for a single renewal period not to exceed the initial lease term, with the commissioner considering all relevant public comments before final decisions.

Permits lessees of aquatic farming and hatchery sites to use those sites for tourism enterprises or educational purposes relating to aquatic farming without incurring additional fees from the state.

Requires the Department of Natural Resources, in cooperation with the Department of Fish and Game, to deliver a comprehensive report by January 20, 2022, including pending applications, estimated monetary investments and jobs from approved applications, and recommendations for streamlining lease arrangements.

Clarifies that the commissioner may deny lease applications or renewals for good cause but must provide written findings explaining the reasons for denial.
