CSHB 118(STA) Summary

• Allows Department of Corrections to mail state identification cards and renewed driver's licenses to incarcerated individuals serving sentences exceeding 120 days upon request.

• Expands prisoner computer access beyond department-approved devices to include use for rehabilitation, reentry planning, employment, education, vocational training, legal reference materials, visitation, and health care.

• Requires corrections commissioner to make good faith effort to ensure prisoners have valid state identification upon release, with department paying application fees if identification is not obtained before release.

• Establishes prisoner reentry planning programs beginning at least 90 days before release, including written reentry plans with information on residence, employment, treatment, counseling, education, job training, and coordination with Department of Labor and community organizations.

• Takes effect January 1, 2023.
