Establishes a state inspection program for meat processing facilities under AS 17.20.017, requiring inspection standards at least as stringent as federal requirements and prohibiting inspection of equine meat processors.

Creates a new commercial land development program allowing the Department of Natural Resources to lease and sell state land for up to 5 years with option to renew, including land in qualified opportunity zones and publicly nominated parcels up to 640 acres.

Extends installment payment periods for state land contracts from 20 to 30 years and allows eligible lessees to purchase leased commercial development land at fair market value with lease payments applied toward purchase price.

Modifies agricultural land covenants to allow subdivision into smaller parcels (20 acres or less) and permits uses related to vertically integrated agricultural processing and commercial support services on parcels 20 acres or smaller.

Establishes temporary grant programs until July 1, 2023 for meat processing facility upgrades/construction (up to $150,000) and farm development improvements (up to $150,000), with funds for irrigation, equipment, livestock, and infrastructure.
