Establishes gun violence protective orders that peace officers can petition for in district or superior court when they reasonably believe a person poses danger to self or others by possessing firearms; requires clear and convincing evidence at hearing and orders are valid for six months.

Creates ex parte and emergency gun violence protective orders available without respondent notice; ex parte orders last 20 days and emergency orders last 72 hours, both prohibiting firearm possession.

Requires respondents to surrender all firearms and ammunition to law enforcement or sell to licensed dealers within 24 hours of receiving protective order; law enforcement must retain surrendered firearms until order expires then return them.

Mandates physicians, psychologists, social workers, marital/family therapists, and licensed professional counselors to report annually to Department of Health and Social Services any serious threats of gun violence against identifiable victims.

Expands district judges' and magistrates' authority to issue protective orders to include gun violence cases; amends central protective order registry to include gun violence protective orders; makes violation of such orders a crime punishable by up to one year incarceration and $10,000 fine.
