Permits permittees, operators, and multiple-beneficiary permit holders to conduct charitable gaming activities (raffles, lotteries, dog mushers' contests, derbies, and classics) using the Internet and electronic means to draw winning tickets.

Requires online ticket purchasers to certify at time of sale that they are of legal purchasing age and not physically present in areas that have adopted local options prohibiting charitable gaming.

Mandates that charitable gaming activities using online ticket sales be conducted in-state and that winners be determined in-state.

Requires permittees and operators conducting raffles or lotteries online to advertise the maximum number of available tickets at the beginning of the raffle and prohibits increasing that maximum after advertisement.

Authorizes the department to establish regulatory standards for online ticket sales to ensure compliance with charitable gaming laws, including age and location verification requirements.
