Creates a rebuttable presumption that shared physical custody, joint legal custody, and substantially equal parenting time are in the best interests of the child, which can only be overcome by clear and convincing evidence.

Requires parents to submit a proposed parenting plan before courts award shared physical or joint legal custody, addressing decision-making, housing, schedules, communication, and other child-related matters.

Prohibits relocating a child out of state without written consent from all custodial parents or a court determination that relocation is in the child's best interests.

Requires courts to state reasons on the record if they deny a parent's request for shared physical custody or joint legal custody.

Allows courts to consider false or frivolous allegations made during custody proceedings when determining the child's best interests and in attorney fee awards.
