Requires the department of motor vehicles (or the department in partnership with municipal, state, or federal agencies) to maintain and operate at least one office providing motor vehicle services in each community with a population of 850 persons or more.

Applies only to communities that had an office providing motor vehicle services operated by the department or a partnering agency on January 1, 2021.

Each office must provide all motor vehicle services that were offered in that community on January 1, 2021.

Defines "community" as a place in the unorganized borough, a borough, or a unified municipality that is not incorporated as a municipality and has 850 or more individuals residing as a social unit.

Takes effect immediately upon enactment.
