HB 14 Summary

• Enacts the Multistate Nurse Licensure Compact (MNLC) allowing registered nurses (RNs) and licensed practical nurses (LPNs) licensed in one party state to practice in all other party states under a multistate licensure privilege

• Establishes the Interstate Commission of Nurse Licensure Compact Administrators to oversee implementation, create uniform rules, and manage a coordinated licensure information system for tracking nurse licenses and disciplinary actions across states

• Permits Alaska nurses to obtain either a single-state license (valid only in Alaska) or a multistate license (valid in all party states) under uniform qualifications including education, NCLEX exam passage, and criminal background checks

• Allows remote states to take limited disciplinary action against nurses holding multistate licenses issued by other states, while only home states may revoke multistate licenses, with adverse actions shared through the coordinated information system

• Takes effect July 1, 2022, and updates Alaska statutes to recognize nurses licensed under the compact in various healthcare provider definitions and regulations
