Increases physical presence requirement in Alaska from 72 consecutive hours to 168 consecutive hours during the two-year period before the current dividend year.

Removes language restricting physical presence to "at some time" and clarifies requirement applies regardless of whether individual is claiming an absence under AS 43.23.008.

Expands eligibility for active duty members of uniformed services (Army, Navy, Air Force, Marine Corps, Coast Guard, Space Force, and NOAA/Public Health Services Commissioned Corps) and their accompanying family members to remain eligible while deployed or on temporary duty assignment.

Changes language from "was absent" to "is absent" to allow current absences for permitted reasons to maintain permanent fund dividend eligibility.

Applies to permanent fund dividend 2023 qualifying year for the 2024 dividend year and thereafter, effective January 1, 2023.
