Amends the definition of "rural" in Alaska's teacher education loan program statutes (AS 14.43.600-14.43.700) to remove the population threshold of 5,500 or less as the sole criterion.

Redefines "rural" as a community not connected by road or rail to Anchorage or Fairbanks, OR a community with a population of 1,500 or less that is connected by road or rail to Anchorage or Fairbanks.

Makes Section 1 retroactive to January 1, 2016, applying the new definition back to that date.

Takes effect immediately upon passage.
