Establishes a unified temporary license/permit system under AS 08.01.062 for occupants licensed in other states, territories, or foreign countries with substantially equivalent requirements or those meeting Alaska requirements but residing in unlicensed jurisdictions.

Temporary licenses are valid for 180 days with one possible 180-day extension; military members and spouses receive issuance within 30 days of complete application.

Applicants must not be subject to disciplinary action, ongoing disciplinary proceedings, or have committed acts within the past 10 years that would constitute grounds for license denial or revocation.

Consolidates and repeals multiple occupation-specific temporary permit provisions across various licensing chapters (barbering, physical therapy, veterinary medicine, dentistry, and others) into the single temporary license framework.

Takes effect January 1, 2022, with the Department of Commerce, Community, and Economic Development authorized to adopt implementing regulations.
