Removes limitations under AS 23.20.375(b) for insured workers otherwise entitled to waiting-week credit or benefits under the Alaska Employment Security Act.

Establishes a $75 per week dependent allowance for each dependent of an insured worker, with no limit on total dependent allowances paid per week of unemployment.

Authorizes the commissioner of labor and workforce development to adopt regulations to implement the Act without being subject to the Administrative Procedure Act.

Sections 1 and 2 are repealed December 31, 2021, making these provisions temporary.

Provisions are retroactive to April 1, 2021, and the Act takes effect immediately upon passage.
