Establishes state preemption over all extreme risk protective orders, prohibiting municipalities and political subdivisions from enacting conflicting orders, ordinances, or regulations.

Declares any federal or state extreme risk protective order against an Alaska resident unenforceable if it infringes on constitutional rights, including the right to keep and bear arms and freedom of speech.

Prohibits state agencies and political subdivisions from accepting federal grant funding to implement extreme risk protective orders against Alaska residents.

Makes it a felony for any individual, including peace officers, to attempt to enforce a federal or state extreme risk protective order against an Alaska resident.

Takes effect immediately and applies retroactively to extreme risk protective orders filed before, on, or after the effective date; provision is not subject to judicial review.
