Amends AS 08.18.161 to add exemption for low voltage projects with aggregate contract price under $10,000 from contractor licensing requirements.

Exemption does not apply when work is part of a larger operation or when contracts are divided to avoid licensing requirements.

Contractors performing work priced at $2,500 or more under this exemption must maintain public liability and property damage insurance with minimum coverage amounts specified in AS 08.18.101.

Amends AS 08.40.190(b) to add exemption for installation, maintenance, and repair of low voltage telecommunications, broadband transmission, and video services from electrical administrator requirements.

Defines "low voltage" as 56 volts or less in both contractor and electrical work exemptions.
