Establishes industrial hemp as an agricultural crop in Alaska requiring individual registration with the Department of Natural Resources for one-year renewable terms.

Commissioner of Natural Resources shall adopt regulations for hemp production including approved seed sources, delta-9-tetrahydrocannabinol (THC) testing paid by registrants, isolation distances between Cannabis varieties, and permission for manufacturing and retail sale of hemp products.

Requires stop orders for unregistered persons producing plants with any THC concentration and for registered producers exceeding one percent THC; allows discretionary stop orders for registered producers with THC between 0.3 and one percent.

Allows registered producers whose hemp product contains THC between 0.3 and one percent to retain and recondition the product rather than face criminal violation charges; makes failure to recondition such product a violation.

Repeals AS 03.05.077 contingent on USDA approval of a state industrial hemp program plan submitted under new AS 03.05.076(i) before January 1, 2030.
