Amends AS 44.68.110 to add a new subsection granting volunteer search and rescue groups in Alaska a right of first refusal on obsolete or surplus state property that could assist in search and rescue missions.

Right of first refusal applies before the state property is sold, leased, licensed, or otherwise disposed of under existing statutory procedures.

Requires the Department of Administration to provide public notice of available obsolete or surplus property suitable for search and rescue operations before disposition, with notice procedures to be established by regulation.
