Establishes construction manager general contractor (CMGC) procurement method as an alternative to traditional design-build contracts under Alaska's state procurement code.

Allows the Department of Transportation and Public Facilities to award two-phase CMGC contracts where the contractor provides preconstruction services during design phase, then negotiates to provide construction services in phase two without additional competitive bidding.

Permits the department to include factors beyond price as evaluation criteria when awarding CMGC contracts, and allows the department to seek alternative contractors if price negotiations fail on phase two.

Defines "preconstruction services" as information, research, advice, and tasks regarding design impacts on construction, excluding architectural, engineering, or land surveying services.

Authorizes the Department of Transportation and Public Facilities to adopt regulations necessary to implement the act, effective under the Administrative Procedure Act but not before the act's effective date.
