Changes vehicle registration requirements from two plates to one plate per vehicle for most registration types, including standard, permanent, and historic vehicle registrations

Allows vehicle owners issued two registration plates to elect to return one plate to the department, with the remaining plate attached to the rear for noncommercial vehicles or front for commercial vehicles

Updates fee schedules to reference single plates instead of plate sets, changing dealer registration plate fees from $88 (initial) and $50 (subsequent) for sets to the same amounts for individual plates

Modifies registration plate attachment requirements so noncommercial vehicles display one plate on the rear and commercial vehicles display one plate on the front, eliminating the previous requirement for front and rear plates

Takes effect immediately upon passage
