AK HB17

Adds "sexual orientation" and "gender identity or expression" as protected classes to Alaska's anti-discrimination laws across employment, housing, public accommodations, and credit/financing practices.

Defines "sexual orientation" as heterosexuality, homosexuality, and bisexuality, and "gender identity or expression" as gender self-image, appearance, or behavior regardless of sex assigned at birth.

Expands the State Commission for Human Rights' powers to study discrimination problems and publish research findings related to sexual orientation and gender identity or expression.

Declares discrimination based on sexual orientation or gender identity a matter of public concern that threatens state institutions, peace, order, health, safety, and general welfare.

Amends multiple sections of Alaska Statutes (AS 18.80) to integrate sexual orientation and gender identity protections into existing civil rights prohibitions against discrimination in employment, real estate transactions, public accommodations, and state/political subdivision services.
