Establishes the School Climate and School Connectedness Improvement Committee as an advisory committee in the Department of Education and Early Development with 36 appointed members including superintendents, principals, teachers, parents, students, social workers, counselors, and Alaska Native organization representatives.

Requires the governor to appoint at least six committee members from rural communities and ensure representation across all grade levels from pre-elementary through grade 12.

Mandates each local school district develop a school climate and school connectedness plan by January 1, 2024, addressing student, staff, and family relationships and community partnerships.

Authorizes district plans to incorporate social and emotional learning, trauma-informed practices, cultural competence instruction, restorative behavioral interventions, and methods to reduce racial disparities and disproportionate discipline.

Repeals the committee and planning requirements on July 1, 2024, making this legislation temporary; takes effect July 1, 2022.
