CS for HB 177 Summary

• Amends AS 37.07.080(h) to establish a tiered waiting period system before the governor may expend additional federal or other program receipts based on expenditure amounts.

• Expenditures not exceeding $20,000,000 require a 45-day waiting period before the governor may proceed with spending.

• Expenditures greater than $20,000,000 but not exceeding $50,000,000 require a 90-day waiting period; expenditures greater than $50,000,000 but not exceeding $100,000,000 require a 180-day waiting period; and expenditures greater than $100,000,000 require a 270-day waiting period.

• The Legislative Budget and Audit Committee may recommend that the governor expend receipts earlier than the applicable waiting period, and must submit any recommendations against expenditure within the applicable period, after which the governor must provide written reasons if proceeding with spending.

• Becomes effective immediately upon enactment.
