Adds new section AS 39.25.156 requiring the director of personnel to eliminate one vacant position in the classified or partially exempt service on June 30 of each year.

Defines a position as "not vacant" if any full-time, part-time, temporary, permanent, or nonpermanent employee currently occupies it, occupied it during the preceding 364 days, or was hired during that period to occupy it.

Preserves eligibility for employees to return to eliminated positions under AS 39.25.158.

Applies to contracts taking effect after June 30, 2021.

Effective date is July 1, 2021.
