CSHB 183(FIN) - Alaska Criminal Justice Data Analysis Commission

• Establishes the Alaska Criminal Justice Data Analysis Commission in the Office of the Governor with 16 members including judges, law enforcement, victims' advocates, and a person with a felony conviction history.

• Requires the Judicial Council to design a project collecting data on prison inmates serving 30+ days (adverse childhood experiences, mental health, substance abuse, education, income, employment) to study crime risk factors and inform crime prevention policy.

• Directs the commission to contract for data analysis and research on criminal justice system functions, outcomes, and sentencing laws, with consideration of public protection, victims' rights, rehabilitation, and recidivism reduction.

• Requires quarterly data reporting from the judiciary, Department of Public Safety, and Department of Corrections on criminal case processing, arrests, pretrial decisions, corrections population, probation, and parole outcomes.

• Mandates the commission submit annual reports to the legislature by November 1 each year with data summaries, analysis, findings, and recommendations; the commission must present findings to the legislature within 10 days of session convening.
