HB 185 Summary

• Creates new statute AS 16.05.404 allowing the Alaska Department of Fish and Game to transfer or reissue a hunting permit awarded by drawing to a qualified substitute if the original permit holder has died.

• Permits transfer or reissuance only to the deceased's spouse or, if no spouse exists, to an immediate family member (parent, sibling, or child by blood, marriage, or adoption) who applies with proof of death.

• Requires the substitute to be a state resident and to meet the same qualifications that applied to the original permit holder.

• Limits transfers to the specific hunt originally awarded and requires applications to be made before the permit expires.

• Amends AS 16.05.420(c) to create an exception to the general prohibition on transferring hunting licenses and permits, allowing use of transferred drawing permits by the qualified substitute.

• Takes effect immediately upon enactment.
