Eliminates the 120-day waiting period for recall applications of state public officials, allowing applications to be filed from the first day of their term.

Reduces recall petition signature requirement for state officials from 10 percent to 100 qualified voters for the initial application, and requires petition signatures equal to or greater than 25 percent of voters in the preceding general election.

Establishes "recall by petition of no confidence" for state and municipal officials, requiring signatures equal to a majority of active registered voters and allowing immediate removal upon certification without an election.

Adds specific definitions for recall grounds (corruption, incompetence, lack of fitness, neglect of duties) and requires director review of applications within 28 calendar days, with public officials allowed 14 days to submit a 200-word justification.

Applies similar recall reforms to municipal officials, including a $100 application deposit, 100 qualified voter sponsors requirement, and extends recall eligibility to immediately after an official begins their term rather than after 120 days.
