Changes the Alaska Bar's Board of Governors from an elected body to one appointed by the governor and confirmed by a majority of the legislature in joint session.

Sets the board size at 12 members with specific geographic distribution: two from the first judicial district, four from the third judicial district, two from the combined second and fourth judicial districts, one at-large member, and three public members.

Maintains three-year terms for board members with a triennial rotation requiring four members to be selected each year.

Requires gubernatorial appointments to fill board vacancies, subject to legislative confirmation, with appointees serving the balance of the unexpired term.

Allows current board members serving on the effective date to continue until their terms expire before the new appointment process takes effect.
