HB 195 Summary

• Establishes a streamlined process for Alaska residents to lease, purchase, or obtain permits for remote recreational sites on state land without competitive bidding requirements.

• Creates three options for acquiring remote recreational sites: leases (up to 10 years, renewable twice), outright purchases (with 5% down payment and up to 30-year installment plans), or permits (up to 25 years, non-renewable and revocable at will).

• Limits eligibility to Alaska residents with at least one year of state residency, age 18 or older, who have not leased or purchased a remote recreational site in the previous 10 years; applicants may nominate or stake up to 10 acres of state land.

• Requires applicants purchasing sites to provide their own survey and appraisal; fair market value is determined by the applicant's appraisal unless the department determines it fails to meet standards.

• Waives written findings and public notice requirements for remote recreational site leases and sales under AS 38.05.610 and 38.05.620, effective immediately.
