Changes AS 47.07.030(b) to require the department to offer optional services including adult dental services, rather than making them discretionary.

Amends AS 47.07.036(b) to prohibit cost containment measures that eliminate program eligibility or service scope, allowing only measures like utilization review, provider payment rate changes, and precertification requirements.

Removes the "subject to appropriation" language from AS 47.07.067(a) regarding adult dental services and establishes a maximum annual benefit of $1,150 per eligible recipient for preventative and restorative dental services.

Modifies AS 47.07.067(d) to allow the department to authorize payment for complete or partial dentures in one fiscal year up to the maximum benefit amount for not more than two fiscal years.

All sections are conditioned on approval by the U.S. Department of Health and Human Services of amendments to Alaska's Medicaid state plan before January 1, 2024, with an effective date tied to notification of that approval.
