Amends Alaska law to allow the Department of Motor Vehicles to issue special request specialty organization registration plates sponsored by tax-exempt organizations under 26 U.S.C. 501(c), Alaska chapters of national tax-exempt organizations, state departments, or municipalities.

Department must establish a common design and color for plates and provide for placement of the organization's logo and descriptive text on the plate.

Requesting entities must submit an application, pay an application fee set by the department, and pay the entire cost of developing and issuing the specialty plates; plates cannot be offensive in purpose, nature, activity, or name.

Sets a $100 fee for special request specialty organization plates in addition to standard registration fees, collected only on first issuance and replacement; sponsoring entities may charge additional fees on first issuance and renewal.

Requires the department to provide at least six months' notice to the sponsoring entity before any proposed cancellation of a specialty organization plate.
